  王正谱在会上介绍,党的十八大以来,习近平总书记11次视察河北,发表重要讲话、作出重要指示。全省上下坚决落实习近平总书记重要指示精神,我们围绕推动高质量发展这个首要任务,构建新发展格局这个战略任务,完整准确全面贯彻新发展理念,加快建设经济强省、美丽河北。2023年全省生产总值增长5.5%,今年一季度增长5.6%,主要指标稳中有升、保持良好态势。

  一是突出创新,着力在推进创新驱动发展中闯出新路子。坚持把科技创新作为发展新质生产力的核心要素,强化企业创新主体地位,推动研发费用加计扣除等政策在河北应享尽享,企业创新意识充分激发。我们组建科技特派团服务专精特新“小巨人”企业,工业设备上云率、综合算力指数位居全国前列,钢铁、装备制造等传统产业提质增效,生物医药、电子信息等新兴产业不断壮大,空天信息和卫星互联网等未来产业加快布局,现代化产业体系加速构建。总得来说,河北在创新发展中不放弃传统产业,在新兴产业和未来产业上,我们也要迎头赶上。

  二是注重协调,着力在推进京津冀协同发展和高标准高质量建设雄安新区中彰显新担当。协同发展纵深推进,三地建立定期协商机制,形成更加紧密的协同推进格局。我们与京津联合打造新能源和智能网联汽车、机器人等6条重点产业链,累计承接京津转入基本单位超4万家,去年河北吸纳京津技术合同成交额增长1倍以上,引进央企二三级子公司实现历史性突破。大家都知道,今年是习近平总书记提出京津冀协同发展战略十周年,我们以优异的成绩给出了一个较好的答卷。雄安新区拔节生长,全面落实中央一揽子特殊支持政策,首批疏解的中国星网、中化、华能、中矿4家央企总部,以及北京交通大学、北京科技大学、北京林业大学、中国地质大学4所高校雄安校区建设全面提速,北京援建的雄安北海幼儿园、雄安史家胡同小学、北京四中雄安校区、雄安宣武医院“三校一院”开学开诊。雄安新区中关村科技园挂牌运行,千家中关村企业、百家科研院所、百所知名高校、万名首都大学生雄安行系列活动成效明显,雄安新区的人气越来越旺。

  三是追求绿色,着力在推进全面绿色转型中实现新突破。深入打好污染防治攻坚战,空气质量持续改善。白洋淀水质稳定保持Ⅲ类,“华北之肾”功能加快恢复。全力推进重点行业环保绩效创A,钢铁A级企业数量全国第一、达37家。深化文旅融合发展,去年旅游人数达到8.4亿人次,“这么近,那么美,周末到河北”已成为一张靓丽名片。

  四是厚植开放,着力在推进深化改革开放中培育新优势。我们坚持抓发展从营商环境抓起,连续两年作为“新春第一会”进行动员部署。所有涉企和民生领域审批事项集中进入政务服务大厅,12345政务服务便民热线接通率稳定达到98%以上。我们还推行招投标领域“双盲”评审改革,让国企民企享受同等待遇、实现公平竞争。推进港口资源整合和转型升级,中欧班列开行数量持续增长,去年港口货物吞吐量突破13亿吨。

  五是深谋共享,着力在推进共同富裕中展现新作为。面对去年历史罕见的洪涝灾害,我们及时转移受灾群众,全力抢险救灾,有力保障人民群众生命财产安全。全力以赴抓好灾后恢复重建,预拨付补偿救助资金、预赔付保险资金,确保受灾群众安居乐业、温暖过冬。去年粮食总产762亿斤,超额完成国家下达的任务。我们滚动实施民生工程,提高教育、社保、养老、医疗等公共服务水平,去年城镇新增就业近90万人,群众获得感、幸福感、安全感持续增强。
